General Program Information
The General Program Information contain essential information relevant to all NYS/UUP JLMC Grants and Programs. This includes policies and information such as expenditure limitations, reimbursement of expenditures, application review, applicant notification, acknowledging committee funds, and how to proceed if there are changes to a project or activity after receiving notification of funding. Reading and understanding the General Program Information is fundamental to completing your application.
Application Instructions
The Application Instructions provide guidance for completing your individual fillable application. This includes definitions of forms and sections, explanations of required attachments, instructions for signatures, and details about the proposal information.
Program Evaluation
All awardees, except for the Individual Development Awards Program, are required to submit a Program Evaluation within 30 days of completion of their project or activity to the NYS/UUP JLMC staff. Failure to submit a Program Evaluation may result in a committee postponing taking action on subsequent applications submitted by the award recipient until the Program Evaluation is received. For the Individual Development Awards Program, a determination is made by each campus professional development committee as to the type of evaluation to be submitted upon completion of the project or activity.

NYS/UUP Joint Labor-Management Committees Program Evaluation

Diversity, Equity, and Inclusion Committee
Established under Article 10, No Discrimination, the Diversity, Equity, and Inclusion Committee, this Program seeks to promote diversity, inclusion and equal opportunity in SUNY’s workforce. Preference will be given to employees who are under-represented on the basis of their protected class status including but not limited to age, race, creed, color, sex, sexual orientation, national origin, military or veteran status, disability, gender expression and gender identity.
Dr. Nuala McGann Drescher Leave Program
This program provides funds to enhance employment opportunities by assisting employees to prepare for permanent or continuing appointments. Preference will be given to employees who are underrepresented based on their protected class status including but not limited to age, race, creed, color, sex, sexual orientation, national origin, military or veteran status, disability, gender expression and gender identity. This program also seeks to promote diversity, inclusion and equal opportunity for specific employees in a department, unit, or program that can demonstrate that they are under-represented in that department, program, or unit.

Grants for Employees with Disabilities
This program provides funding for additional disability related expenses incurred because of the disability for professional work-related activities. It is not intended to replace accommodations which the campus must provide under the Americans with Disabilities Act (ADA).
Employment Committee
Established under Article 35, Retrenchment, the Employment Committee assists employees who are retrenched, perceived to be at high risk of retrenchment, or whose retraining would accommodate shifting program needs. This Committee studies potential employee displacement problems due to programmatic changes or reductions, curtailments, relocation, reallocation of resources, consolidations, and technological changes. The Committee makes recommendations for the solution of these problems and provides funds for accessing resources, training, and retraining for retrenched or high-risk employees for continued employment.
Employment Coaching and Placement Program
Assists employees who are retrenched or who are perceived to be at high risk of retrenchment with resume preparation, testing, coaching and placement fees, and travel costs.
Retraining Fellowship Program
Assists employees who are retrenched, or who have been notified of retrenchment, or are perceived to be at high risk of retrenchment, or whose retraining would accommodate shifting program needs to pursue an organized course of study in order to attain other employment opportunities or to maintain their current employment.
Enrollment Enhancement Program
Provides funding to academic departments experiencing declining student enrollments for a project or activity that will significantly enhances student enrollment.
Professional Development Committee
The Professional Development Committee provides funding for professional development activities: providing training to improve job performance, assisting employees in developing their full professional potential, and preparing for advancement.
Individual Development Awards Program
The Individual Development Awards (IDA) Program is the largest of all NYS/UUP JLMC programs. Proportional allocations are assigned to each campus based on the number of UUP-represented employees on a campus. Award decisions and deadline dates are determined by each Campus Professional Development Committee. Updated Guidelines are now available.
Calendar Year Employee Leave
The Calendar Year Employee Leave is designed to provide release time and salary for a replacement to assist eligible employees to participate in activities to develop their full professional potential and to prepare for advancement.
Professional Development Grant Program
The Professional Development Grant Program is intended to fund a professional development project or activity to assist three or more employees to develop their professional potential and to prepare for advancement. Eligibility is similar to the Individual Development Awards Programs.
Safety and Health Committee
Established under Article 43, Safety and Health Committee, this Committee provides funds for targeted training to health and safety professionals. The Committee seeks to continually update and refine the skills needed to recognize and correct potential hazards in the workplace and to ensure compliance with applicable laws and regulations.
The Safety and Health Committee identifies and reviews safety-related issues affecting employees and recommends a plan for the correction of such matters.
Dr. Herbert N. Wright Memorial Safety and Health Training Award Program
Provides safety and health and environmental training that enables employees to refine or develop skills to increase job effectiveness.
Campus Grants Committee
Established under Article 45, Campus Grants Committee, this Committee is comprised of a labor and management representative from each of the joint labor-management committees.
The Campus Grants Committee encompasses all the programmatic committees. Funding is provided for unit members' needs such as making the work place safer, encouraging and promoting professional development, expanding affirmative action/diversity opportunities for minorities, women, or employees with military status, creative technological needs that are not provided by the campus and promoting funding opportunities for employees with disabilities.
Campus Grants Program
This program is intended to fund projects or activities that address mutually identified needs among the other four committees.
