Programs for PEF-represented Employees
Professional, Scientific and Technical Services Unit employees are represented by the Public Employees Federation, AFL–CIO (PEF). Article 15 of the New York State/PEF Collective Bargaining Agreement establishes the Professional Development Committee - the PDC - as a joint Labor-Management Committee, and provides funding in each of the contract years to address professional development issues. The PDC meets to review, approve, and fund programs addressing the professional development needs of PEF-represented employees.
Public Service Workshops Program
Public Service Workshops Program workshops are delivered statewide and address the professional development needs of PEF-represented and Management/Confidential (M/C) employees.
Reimbursement Programs
College Tuition Reimbursement (CTR) and Nurses' Enhanced College Tuition Reimbursement (NECTR)
PEF-represented employees may now apply for reimbursement for qualifying tuition expenses incurred for courses that begin during the 2026 calendar year under the CTR and NECTR Programs. The updated guidelines for this year’s program can be found below.
Applicants can now submit reimbursement requests electronically, as well as monitor the status of your reimbursement request online. Select the Online Application Portal link below to logon.

Certification and Licensure Exam Fee Reimbursement (CLEFR) Program
Please be advised that the 2026 CLEFR Program will launch on a later date, at which time the guidelines and application form will be made available. Any applications received prior to the launch date will be held but not processed until the program is launched. Additional time may be granted for retroactive applications to be submitted.
